Applications are accepted February 1, 2010 through May 15, 2010.

Nomination Package:
The NCLI board has decided to allow all agencies and organizations to make up to three nominations during the 2010-11 application period. Nominations may come only from the applicant's chief executive or agency director. The nominator will write a letter explaining why the nominee should participate in the NCLI. Additionally, the nomination letter should identify a significant issue that will likely become the basis for the applicant's 5-month project. The online nomination form must be completed and submitted with an attached letter of nomination.

Applicant Package:
Once nominated, the applicant must fill out the online application form, prepare a standard business resume, and prepare a short essay.

Recommendations:
Applicants must solicit three people to write letters of recommendation. One recommendation letter must be from the applicant's current supervisor.
